Sanremo: well known experts on International Law agreed to meet at the International Institute of Humanitarian Law and participate to the Conference on Nuclear Weapons and Human Security (even filmed in world-wide streaming).
Yesterday (on Thursday the 18th June 2015), a panel of qualified international experts took part at the Conference on Nuclear Weapons and Human Security, carried out in the prestigious offices of the International Institute of Humanitarian Law (IIHL), surrounded by the Villa Ormond Gardens, in Sanremo.
The event was introduced by Prof. Fausto Pocar, Former President of the IIHL about the dissemination of the International Law, who presented the audience a historical excursus focused on the development of the Customary International Law and the Conventional Agreements for non-proliferation of nuclear weapons.
The Minister Giovanni Brauzzi, Deputy Director General for Political Affairs and Security at the Italian Ministry of Foreign Affairs and International Co-operation, described the active Italian participation, since the early beginning, to the international agreements aimed at preventing the use of nuclear weapons as an offence.
The one-day conference enabled all the participants to investigate some delicate topics which used to be debated and still they are in jurisprudence: the strong human and social impact as a consequence of the unauthorised use of nuclear weapons as firmly stated in the international treaties.
Highly qualified witnesses representing the European Academic World analysed the very delicate relationship between the self-defending needs, internationally known to every people, and the necessity to consider the nuclear weapon use as contrary to the fundamental values of the binding human rights. Among the various experts we would like to name Michael Bothe, Distinguished Professor of Public law at the Johann Wolfgang Goethe University of Frankfurt and Robert Roth, Professor and Dean of the Geneva Academy of International Humanitarian Law and Human Rights.
The Judge Christine Chanet, Former Chairman of the UN Human Rights Committee and UNHRC Fact-Finding Mission on Israeli Settlements, dealt with the theme of negative effects about the use of nuclear weapons emphasizing key elements of the Human Rights such as food, education, sanitary system and social life.
Mr Paul Dean, Assistant Legal Adviser for Non-proliferation and Arms Control at the U.S. Department of State in Washington, stressed the importance of negotiating at intergovernmental and non-governmental level in order to support and strengthen the binding International Law.
In the afternoon, the panel, lead by Natalino Ronzitti, Professor of International Law at the LUISS University in Rome, focused on the main defence tools against the nuclear attacks, offered by theInternational Atomic Energy Agency (IAEA) and by the brand new NPT (Non Proliferation of Nuclear Weapons Treaty) Review Conference, promoted by the United Nations and just ended on the 22ndMay 2015.

This event is to be considered the highlight of the highly qualified training offer by the IIHL that has just started a theoretical-practical Course of military specialization about the Peace Support Operations (PSO) whose title is “The Conduct of Peace Support Operations” .
Next week there will be the new Summer Course of Humanitarian Law and Human Rights directed by Prof. Michel Veuthey, Deputy of IIHL and held partly at Villa Ormond and partly in the branch ofGeneva.
